HPPSC HPAS Notification 2026: Vacancy & Eligibility Details

If you have finished college and want a high-level government job, you can apply for the 22 officer posts under HPPSC. The application window opened on August 26, 2026, and the last date to apply is September 22, 2026 (before midnight).

What Is the Eligibility Criteria? 

Candidates applying for these high-level roles need to meet the following eligibility conditions:

• Essential Qualification: You must hold a Bachelor’s Degree or its equivalent from a recognized university.
• Desirable Qualification: Candidates knowing customs, manners, and dialects of Himachal Pradesh are preferred. General suitability for living and serving in the peculiar conditions of the state.
• Age Limit: 21 to 35 Years

What Is the Application Fee? 

Candidates from General and EWS categories need to pay an application fee of INR 600 to apply for these roles. The application fee for SC, ST, and OBC candidates of Himachal Pradesh is INR 150. You have to pay the fee online through Debit Card, Credit Card, or Net Banking.

General Eligibility & Document Rules

• You need scanned copies of your degree, 10th certificate (age proof), category proof, and Bonafide Himachali certificate.

Reservation & State Rules

• Quota benefits apply only to permanent residents holding a valid Bonafide Himachali certificate and belonging to categories, including SC, ST, OBC, EWS, Ex-Servicemen, WFF, and PwD.
• Applicants belonging to reserved categories from other states can only apply under the General Category. This means reserved category candidates from other states will not receive any reservation or application fee concessions. 

Employee & Ex-Servicemen Conditions

• Government employees working in regular service must provide a NOC before their personal interview.
• Eligibility for Ex-Servicemen seats is governed by the state’s special 2020 Administrative Service Rules.
• Ex-Servicemen candidates are permitted a maximum of three total attempts for HPAS and HPPS posts. The number of attempts for other non-technical posts will be decided under the 1972 demobilized rules.

What Is the Selection Process?

Candidates applying for these roles need to pass three stages to secure these high-end job opportunities:

• Stage I: You have to qualify through the objective-type Screening or Preliminary Examination.
• Stage II: You have to clear the descriptive, written Main Examination.
• Stage III: You must pass the final Personality Test and interview round conducted by the board.

Preliminary Exam Rules & Negative Marking Rules

• Two Papers: The preliminary examination consists of General Studies and an Aptitude Test, worth 200 marks each (400 total marks).
• Screening Only: It must be noted that this stage is only to filter applicants for the main stage. The marks obtained in preliminary exams will not be counted for the final selection.
• Mains Shortlist: The number of candidates selected for Mains is 20 times the total vacancies.
• Qualifying Paper: You must score at least 33% on Paper-II (Aptitude Test) to qualify.
• Merit Rank: Your ranking for the main exam is based entirely on your score in Paper-I (General Studies).
• Mandatory Presence: Candidates must appear in both papers, or they will be instantly disqualified. 
• Wrong Answers: A penalty of 1/3 of the marks is deducted for every incorrect answer.
• Multiple Circles: Marking more than one option counts as a wrong answer and triggers the penalty.
• Blank Answers: If you leave a question blank, it will result in zero penalty.

HPPS HPAS 2026 Preliminary Exam Syllabus

Paper I: General Studies (100 Questions | 200 Marks)

1. Himachal Pradesh: History, geography, politics, art, culture, and socio-economic development of the state.
2. Current Affairs: Major current events of national and international importance.
3. Indian History: History of India and the Indian National Movement.
4. Geography: Physical, social, and economic geography of India and the world.
5. Polity & Governance: Constitution, political system, Panchayati Raj, and public policies.
6. Development: Sustainable development, poverty inclusion, demographics, and social initiatives.
7. Environment: General issues on ecology, biodiversity, and climate change (no specialization needed).
8. Science: General basic science topics.

Paper II: Aptitude Test (100 Questions | 200 Marks)

1. English & Reading: Comprehension and English language comprehension skills (Class 10 level).
2. Communication: Interpersonal skills including core communication abilities.
3. Logic: Logical reasoning, analytical ability, and general mental ability.
4. Problem Solving: Decision-making and problem-solving tasks.
5. Math & Data: Basic numeracy and data interpretation charts, graphs, or tables (Class 10 level).

HPPSC HPAS 2026 Main Written Exam Rules

• Subject Structure: The main exam includes fixed compulsory papers and one chosen optional subject.
• Optional Choice: You must specify your optional subject in your form; changes can’t be made later.
• Language Option: You can write your optional subject paper in either English or Hindi.
• Language Pass Limit: You must score at least 40% in the compulsory Hindi and English papers.
• General Pass Limit: You must secure a 45% aggregate score across all remaining main papers.
• Interview Shortlist: The number of candidates called for the interview will be only 3 times the vacancy count invited to the personality test.
• Final Rank: The final selection depends entirely on your combined Main Exam and Interview scores.

Interview & Personality Test Core Objective

• Panel Review: The Commission conducts the interview with a full record of your career history in front of them.
• General Interest Questions: You will be asked unexpected questions on various matters of general interest.
• Personal Suitability: The main objective is to assess whether your personality fits the responsibilities of administrative service.
• Mental Calibre: The interview actively judges your logical thinking capabilities and overall mental calibre.

• Intellectual & Social Traits: Assesses your intellectual strength, social qualities, and genuine interest in ongoing current affairs.
• Himachal Knowledge: Evaluates your knowledge regarding the local customs, unique manners, and dialects of Himachal Pradesh.
• Core Traits: The panel judges your mental alertness, critical assimilation powers, care, and logical exposition.
• Leadership Qualities: Looks for a balance of judgment, variety and depth of interest, social cohesion, and leadership skills.

Final Merit Ranking Rules

• Prelims Excluded: Your marks of the preliminary examination will not be added to your final merit ranking.
• Core Score Contributors: Your final selection depends on combined scores from the Main written exam and the Personality Test.
• Language Papers Excluded: Scores achieved in the compulsory papers of English and Hindi are not counted for final merit rankings.

Strict Tie-Breaking Order

When the final merit rankings are released, and two or more candidates finish with the same score, merit will be decided using these steps:

• Interview Marks: The candidate with higher marks in the Interview/Personality Test is placed higher.
• Compulsory Aggregate: If still tied, the candidate with higher total marks in compulsory Mains subjects (excluding English and Hindi) will be selected.
• Essay Paper: If still tied, priority will be given to the candidate who scored higher in the Paper III (Essay) exam.
• Age Preference: If a tie remains after all exam checks, the older candidate is placed higher in the merit list.
